Not usable yet, do not publish. Ukraine captures the face image digitally at the migration service unit, the administrative service centre or the consulate, so there is no ordinary applicant photograph for the biometric travel passport. The only printed size Ukrainian government pages give is one photograph of 10 x 15 cm, and only for applicants under twelve or people who cannot attend in person, submitted so the office can scan it. That is the size recorded above; it is a photo lab print size, not a passport photo format, which is why this spec is marked unverified. The real standard is Ministry of Internal Affairs order no 875 of 18 October 2019, registered as z1146-19, and it would carry the background, framing and head size. It could not be read today: zakon.rada.gov.ua and its mirrors either time out or drop the TLS connection from this machine, and Ukrainian mission sites on mfa.gov.ua answer 403. Unknown for now: background colour, head height, expression, glasses, head covering, maximum photo age, digital rules. One related figure that was verified, for a different document: two photographs of 3.5 x 4.5 cm are required to glue a new photo into the 1994 booklet internal passport at ages 25 and 45.
