Ukraine captures the face image digitally at the migration service unit, the administrative service centre or the consulate, so there is no ordinary applicant photograph for the biometric travel passport. The only printed size Ukrainian government pages give is one photograph of 10 x 15 cm, and only for applicants under twelve or people who cannot attend in person, submitted so the office can scan it. That is the size recorded above; it is a photo lab print size, not a passport photo format, which is why this spec is marked unverified. The real standard is Ministry of Internal Affairs order no 875 of 18 October 2019, registered as z1146-19, and it would carry the background, framing and head size. It could not be read today: zakon.rada.gov.ua and its mirrors either time out or drop the TLS connection from this machine, and Ukrainian mission sites on mfa.gov.ua answer 403. Unknown for now: background colour, head height, expression, glasses, head covering, maximum photo age, digital rules. One related figure that was verified, for a different document: two photographs of 3.5 x 4.5 cm are required to glue a new photo into the 1994 booklet internal passport at ages 25 and 45.
Applying in Ukraine
We could not verify the Ukrainian photo standard, and this page says so rather than filling the gap. Ukraine captures the facial image digitally at the migration service unit, the administrative service centre or the consulate, so there is no ordinary applicant photograph for the biometric passport for travel abroad. The State Migration Service lists the documents under Cabinet of Ministers resolution no 152 of 7 May 2014, and no photograph appears among them for an adult attending in person.
One printed size does appear, and it is narrower than it looks. A single photograph of 100 by 150 may be submitted, for scanning, only when the applicant is under twelve or cannot attend because of a long illness. That is a photo lab print size rather than a passport photo format, which is why our spec is marked unverified and why you should not treat this page as a specification.
The real standard exists and we could not read it. It is order no 875 of the Ministry of Internal Affairs, dated 18 October 2019, registered as z1146-19, on requirements for the digitised facial image and for photographs submitted for identity documents. It would carry the background, the framing and the head size. On the days we checked, zakon.rada.gov.ua and its mirrors either timed out or dropped the connection, and Ukrainian mission sites on mfa.gov.ua answered 403. So this page publishes no background colour, no head height, no expression rule, no glasses rule, no head covering rule, no maximum photo age and no digital rules.
Why photos get rejected here
Treating the 10 by 15 cm print as a passport photo format
It is the size a photo lab prints, submitted so an office can scan it, and it applies only to an applicant under twelve or someone kept away by a long illness. Cutting a document photograph to it for an ordinary application misreads what it is for.
Preparing a photograph when the image is captured digitally
For an adult attending in person the face is recorded at the migration service unit, the administrative service centre or the consulate. A print prepared in advance has nowhere to go in that process.
Following a standard published by a commercial site
Detailed Ukrainian photo specifications circulate widely and cite no reachable Ukrainian source. The binding order exists but was not readable from any government host when we checked, so numbers presented as Ukrainian rules should be treated with suspicion.
What helps
Confirm the requirement with the office before you print
The migration service unit, the administrative service centre or the consulate handling your file is the only reliable source at the moment. Ask before a sitting rather than after.
Expect the photograph to be taken there
The biometric travel passport records the face at the counter. For an adult attending in person there is nothing to prepare photographically.
The print exception is age and health based
One photograph of 100 by 150 may be submitted only for an applicant under twelve or someone who cannot attend because of a long illness, and it is submitted so the office can scan it.

Two photographs of 3.5 by 4.5 cm are required to paste a new photo into the 1994 booklet internal passport at ages 25 and 45. That figure we did verify, and it belongs to a different document.
Babies and young children
The one place a printed photograph enters the Ukrainian process is a child under twelve, and it is not a full requirement so much as an accommodation: a single photograph of 100 by 150 may be submitted for scanning where the applicant is under twelve or cannot attend because of a long illness. No composition rule for that photograph is published on any page we could reach, because the standard that would carry it is the Interior Ministry order we could not read. If you are applying for a child, ask the migration service unit or the administrative service centre what it wants before the sitting.
Glasses
We could not confirm any Ukrainian rule about glasses. The requirements would be in Ministry of Internal Affairs order no 875 of 18 October 2019, which was not reachable from any government host when we checked. The State Migration Service page and the Diia service card both name that order without restating its content. We are not going to publish a rule we have not read. Since the facial image is captured at the counter for most applicants, this is settled by the operator in the room, and the international norm they will be working to asks for the eyes to be clearly visible with no reflection.
Head covering
As with glasses, we could not read the rule. Order no 875 governs both the digitised facial image and photographs submitted for identity documents, and it was not readable from any Ukrainian government host on the days we checked. Nothing on the State Migration Service page or the Diia service card restates it. For most applicants the image is captured at the counter, so this is a question for the operator rather than something to prepare. We would work to the international norm, the face visible from the chin to the hairline with no shadow across it, and we mark that plainly as our inference.
Applying online
There is no photograph upload for a Ukrainian passport for travel abroad. The face is recorded digitally where the application is made. The single printed exception, one photograph of 100 by 150 submitted so the office can scan it, applies to an applicant under twelve or to someone who cannot attend because of a long illness. We could not verify a fee, a processing period or the composition rules, because the Interior Ministry order that carries them and the mission sites that would repeat them were both unreachable.
