  • One biometric photograph taken within the last six months is required from applicants who have completed the age of fifteen.
  • The photograph must follow ICAO Doc 9303 for machine readable travel documents; the face is shown in full front view with the eyes open and the forehead, face and chin uncovered.
  • Photocopies, computer duplicated images and non biometric photographs are not accepted.
  • The photograph is scanned into the system at the counter and then handed back to the applicant.
  • Contrast must be well set and the detail sharp and clear; the colours must be neutral and reproduce the natural colours of the face.
  • Look straight into the camera; the eyes must be clearly open and not covered by hair.
  • The head must be upright and not turned to either side, with no smile and the mouth closed.
  • Lighting must fall evenly on the face, with no reflection, no shadow and no red eye.
  • Tinted lenses and sunglasses are not accepted and a spectacle frame must not cover the eyes.
  • Apart from glasses the person has to wear, no hat, cap, pipe or similar object may appear in the photograph.
  • In photographs with a headscarf the face must be visible from the tip of the chin to the forehead, no shadow may fall on the face and the colour of the scarf must differ from the colour of the background.

How to apply: Türkiye

For a Turkish identity card (T.C. Kimlik Kartı), NVİ asks for one biometric photo taken within the last 6 months. You bring it as a print to your appointment at a civil registry office (nüfus müdürlüğü) in Türkiye, or to a Turkish mission abroad. The photo is scanned at the counter and handed back to you. There is no upload step.

Türkiye uses one photo standard for the identity card, the passport and the driving licence. The Interior Ministry circular of 14 March 2018 says so directly. That means the size is the same as the passport photo: 50 x 60 mm, not the 35 x 45 mm used in many other countries. Tell the photographer the size before they print.

The age rule is specific to the identity card. A photo is required from applicants who have completed the age of 15. Children under 15 get a card without a photo, unless a photo card is requested at the counter or the card will be used as a travel document. In that case the child's biometric photo is needed too.

Why photos get rejected here

  • A photocopy or computer print

    NVİ does not accept photocopies, computer duplicated images or non biometric photos. A scan of an old photo does not work; you need a new print.

  • Cut to the wrong size

    The Turkish biometric photo is 50 x 60 mm. A photo cut to 35 x 45 mm for another country is the wrong size here.

  • Older than 6 months

    The photo must have been taken within the last 6 months. A good photo from before then cannot be used.

  • Tinted lenses or a frame over the eyes

    Tinted lenses and sunglasses are not accepted, and a spectacle frame must not cover the eyes. Reflections on the lenses also cause refusal.

  • Shadow on the face or background

    Light must fall evenly on the face, with no reflection, no shadow and no red eye. The background must be plain, with no pattern and no shadow.

  • Smiling or head tilted

    The head must be upright and not turned to either side. The mouth must be closed and there should be no smile.

Why passport photos get rejected

What helps

  • Book the appointment first

    Identity card applications are made by appointment at a civil registry office in Türkiye or at a mission abroad. Applicants who have completed 15 must apply in person.

  • Choose the background for your hair

    The 2018 circular prefers a white background for dark hair and a mid grey for light hair, so the outline of the head stays clear.

  • One print is enough

    NVİ asks for one biometric photo. It is scanned into the system and returned to you, so you can keep it.

  • Keep the headscarf clear of the background

    In a photo with a headscarf, the face must be visible from the chin to the forehead, and the scarf colour must differ from the background colour.

Babies and young children

Children under 15 receive an identity card without a photo by default. A photo card is issued to them only if it is requested at the counter or if the card will be used as a travel document. In that case the same biometric photo rules apply, and the application is made at a civil registry office in Türkiye or at a mission abroad.

How to take a baby's passport photo at home

Glasses

Glasses you need to wear are allowed, but tinted lenses and sunglasses are not, and the frame must not cover the eyes. There must be no reflection on the lenses. If you cannot remove the reflection with lighting, take the glasses off.

A photo with a headscarf is accepted. The face must be visible from the tip of the chin to the forehead, no shadow may fall on the face, and the scarf colour must differ from the background. Hats, caps and similar items are not accepted. NVİ does not ask for a written statement.

Applying online

The photo is handed over as a print at the appointment. It is scanned at the counter and returned. We found no route for uploading the photo yourself.

Questions about Türkiye photos

Is the Turkish ID card photo the same as the passport photo?

Yes. The 2018 Interior Ministry circular sets one biometric photo standard for the identity card, the passport and the driving licence, so one print of 50 x 60 mm works for all three if it is less than 6 months old.

Does a child under 15 need a photo for the identity card?

Not by default. Under 15, the card is issued without a photo unless a photo card is requested or the card will be used for travel.

Will I get my photo back?

Yes. NVİ scans the photo into the system at the counter and then gives it back to you.

Can I bring a photo printed at home?

NVİ does not accept photocopies or computer duplicated images, and it does not say whether a home printer print counts. To avoid a wasted appointment, have the photo printed on photo paper by a photographer or photo lab.
